now, again, back to hurricane sandy. from the commissioner's statement, the storm we saw happen on october 29th, the next pay period ended on november 12th. the way bls essentially keeps score it says workers have to be off work for the entire pay period to be counted on the negative side. on the household survey side, persons who missed work for weather-related events are counted as employed whether or not they are paid for the time off. we did have a drop in the labor force participation rate, down 0.2 to 63.6%. how did we get to 7.7% unemployment? basically the number of unemployed persons dropped more than the number of employed and there were downward trends in both those categories. lots to chew on. back to you guys. >> hampton, thank you. we are kind of scratching our heads. let's get more reaction from our panel. mark zandi and jared bernstein are here with us. mark, what do you make of this number? we've set this up as numbers were not going to be things we watched closely because of sandy. >> i'd say two things

talking about sandy, there seems to be a lack of sandy effect as some had thought initially. we see a pullback, a little less than half of a percent. we have positive indications there that says the job market is doing better, too. what's your thought here? what drove this unexpected gain in jobs, basically double what some consensus numbers were? >> i think part of it is the data in which it was collected. we had an early thanksgiving so seasonal hiring for the holidays offset the superstorm sandy. in addition, i think -- and where i would differ from jared just a little bit and we rarely do -- the underlying economy is consideri considerably stronger. if you take into account the number of baby boomers that are retiring, that has not been talked about and does effect the labor force participation rate. the broadest measure of unemployment, the unemployed and those who left the workforce fell to 14.7%. so i think things are getting better. what i'm most afraid of is the type of talk we heard from speaker boehner and maxine waters. they are taking us to the cliff on both side

when a storm like sandy approached, it caused severe flooding. in somerset county, the people of crisfield were severely impacted with the loss of their homes, businesses, aquaculture crops ruined and this is a very foldable community, not a chair. 32% live below poverty. they don't have a lot of options. they don't have resources to take care of their needs without assistance from government. i'm very proud of the leadership of our state in trying to help those individuals in the entire team that were ominous. many are familiar with brewster county were maryland is located. 9.8% of worcester county is below poverty and they have twice the number on average of alter the that we have in our state. they were particularly impacted by the storm. thanks to the extraordinary leadership of governor o'malley, our maryland emergency management agency and the full partnership they brought into being, including our state, local officials. we have extraordinary leadership from county executives, maryland national guard. i was with them throughout the storm.

finding space for the thousands of volunteers who stepped up in the aftermath of superstorm sandy has proven to be a tall order. that's where this ship comes in, the ss wright. it is now home away from home for a couple hundred volunteers from the american red cross and fema core. they are staying together and eating together and playing games and watching sports together, yet it is in patriotic living quarters. and they are manning the 27 disaster recovery centers set up in the tri-state area. many are young and even just right out of high school. it is an interesting dynamic as many of the red cross volunteers are older. retired health care workers. it can be trying. being around storm victims and devastation at times is emotionally exhausting. >> the hardest part for me that i am not able to give them immediate assistance. you have to sign up at first. you have to wait. you have to go through the process. you have to get evaluated and awful that stuff. it is different from the red cross where if you need a lunch they give uh lunch. >> and the living quarters are less than luxurious
